Our Payroll Support team are there to advise you on how your TERS
TERS has lead to many queries from our clients and we have been on standby ready to assist them from day one. Most payouts of applications only came through at the end of April / start of May, which is too late to correct the applicable payroll as the employees were already taxed on those salaries and the EMP201s submitted to SARS. The TERS website was also offline for routine maintenance, therefore also for the May submissions. The system is however back online and SEESA will be testing this with our own applications. Employers wanting to have applied would have had to have registered their employees with DOL prior to 1 March 2021 in order to qualify. This is where we get the most queries from clients who’s applications were declined as they were under the impression we do the registration and weren’t aware that SEESA has their own UIF department.
The payroll system now makes provision for the Excel sheet to be exported from the payroll therefore there is no need to complete these manually anymore. Any arrears TERS payments must be corrected in the next payroll month if the normal pay date has passed and employees received their full / portion of their full salary. Employers may top-up salaries to a maximum amount of the employees usual salary. Therefore TERS + any form of top-up may not exceed the usual gross salary.
The current process from start to finish:
• Online applications only as the e-mail address for applications were suspended some weeks back.
• Once you have received confirmation of payout, the payment schedule with amounts must be downloaded from the website.
• These amounts must be distributed to the employees within 2 working days, alternatively, withheld by the employer should he be able to prove the employees received remuneration in another form.
• This must then be supplied to SEESA to correct the payment on the payroll as TERS is non-taxable on both UIF and SDL and an employee will only be taxed on the balance of basic where the income was substituted by other means.
• Proof of payment to the employees must be submitted to TERS within 2 working days (even if payment was made as regular basic / advance or leave pay). Failure to do so will result in the employer having to refund the money back to UIF.
Please note that we have picked up that manual declaration captured on UFilling does not reflect as being submitted, even though it reflects on the employee’s profile, and therefore, the declarations file exported from the payroll and supplied to clients on a monthly basis must be emailed to declarations@labour.gov.za
