SEESA SKILLS FACILITATION

The levy grant scheme, imposed by the Skills Development Act and the Skills Development Levy Act, aims to expand the knowledge and competencies of the labour force.

With SEESA Skills you can claim back 50% of all skills development levies paid to the government.

WHAT SERVICE DOES SEESA SKILLS OFFER YOU?

  • Provides your business with an External Skills Development Facilitator;
  • Appoints a Training Committee in the case of 50 or more employees, as envisaged by the Act;
  • Develops, implements and submits a Workplace Skills Plan to the relevant SETA on behalf of the employer;
  • Compiles and submits an Annual Training Report to the relevant SETA on behalf of the employer;
  • Compiles and submits the “Discretionary Grant” to the relevant SETA on behalf of the employer;
  • Submits Quarterly Claim Forms to the relevant SETA on behalf of the employer;
  • Advises the employer with learnerships;
  • Acts as medium for communicating information between the employer and the relevant SETA;
  • Assists with the lodging of claims and refunding of levies;
  • Provides telephonic advice on any matter relating to Skills Development;
  • Assists in submitting an Employment Equity Plan to the Department of Labour.

a) WHO MUST PAY SKILLS DEVELOPMENT LEVY (SDL)?

All employers whose salary/wage bill exceeds R500 000.00 per year are obliged to pay the SDL.

b) WHAT AMOUNT IN SDL MUST THE EMPLOYER PAY?

The leviable amount is calculated at 1% of the company payroll. This amount includes salaries, wages, overtime payments, leave pay, bonuses, commissions and director fees.

c) HOW MUCH CAN AN EMPLOYER CLAIM?

Employers qualify for a grant repayment of 50% of their annual levies paid to SARS.

d) WHAT ARE THE CRITERIA FOR CLAIMING?

  • Employers must be up to date with their SDL payments to SARS;
  • Employers must appoint a Skills Development Facilitator;
  • Employers must train their staff or have them trained;
  • Employers must complete and submit a Workplace Skills Plan and an Annual Training Report. The date will be specified by the relevant SETA.

SEESA SKILLS FEES

  • A once-off registration fee of R1 328.00 (VAT incl.);
  • A monthly fee calculated at 20% (plus VAT) of the present Skills Development Levy paid by the employer to SARS.

e) GENERAL

  • The minimum monthly fee payable to SEESA Skills is R296.40 (plus VAT);
  • SUBMISSION DEADLINE FOR SETA IS 30 JUNE;
  • Clients who register after the submission deadline will be assisted for the new financial year, and the first year’s fee payable to SEESA Skills will be adjusted accordingly.
